Do reservations prevent tools from being checked out?

Yes and no. Reservations are created with a priority setting that allows the user to describe the importance of the reservation. For reservations with a low and medium priority, tools may still be checked out to any user of the system. For those with a high priority, tools will only be checked out to the person/location of the reservation.
